Good afternoon everyone,
As some of you will be aware, the relevant EU regulation with regards bicycle carriage on trains is Regulation (EC) 1371/2007 on Rail Passengers' Rights and Obligations. At the moment we consider that the current wording provides too much scope for rail operators not to provide bicycle carriage:
“Railway undertakings shall enable passengers to bring bicycles on to the train, where appropriate for a fee, if they are easy to handle, if this does not adversely affect the specific rail service, and if the rolling-stock so permits.”
We consider that this should be amended to something like:
“All trains, including international and high-speed trains, shall provide, where appropriate for a fee, a specially designated area enabling passengers to bring on to the train baby carriages, wheelchairs, bicycles and sports equipment.”
This wording had originally been proposed by the European Parliament during the discussions last time but was dropped during the negotiations.
The process of reviewing Regulation (EC) 1371/2007 on Rail Passengers' Rights and Obligations has just started. It will take many years before any new wording is finally adopted (!) but the European Commission has just published a questionnaire to start the process, which is available from here:

The deadline for submitting responses is the 5th May 2016. We would very much encourage you to complete the form – it is quite long and bureaucratic but it is important to get our voice heard from the start of the process.
